Shelley Brown provides legal, privacy, and regulatory compliance counsel to clients providing secure data exchange and additional data aggregation services through software-as-a-service (SaaS) platforms. Shelly serves as In-House Counsel for San Diego Health Connect, 2-1-1 San Diego, and other Health Information Exchanges. She also has guided newly formed organizations from federal grant funding to independent non-profit public benefit corporations. Shelly designed forms and processes, as well as legal and privacy framework, for a data exchange, which became a model for community information exchanges.
