Kate Ricker-Kiefert is a state and federal government health IT policy and interoperability subject matter expert. She advises the states and the federal agencies on digital health IT policy and strategy advancing the interoperability and use of electronic health information for data-informed decision making, treatment, operations, measurement, public health, and population health purposes. Ms. Ricker-Kiefert advises multi-stakeholder collaboratives on governance, health IT/exchange strategy, funding opportunities, and policy alignment around topics, such as cross-sector data exchange and public health infrastructure modernization.

Ms. Ricker-Kiefert has advised thirty-two states by providing consulting, strategic advising, and facilitation services through the National Governors Association (NGA), Civitas Networks for Health, New England States Consortium System Organization (NESCSO), and the Office of the National Coordinator for Health IT (ONC) HIT Resource Center and direct state contracts. Additionally, she has provided technical assistance to multiple federal agencies, such Centers for Disease Control (CDC), Administration of Community Living (ACL), Center for Medicare and Medicaid Innovation (CMMI), and ONC.

She is also an appointed adjunct professor for George Washington University, Milken Institute of Public Health, teaching Health IT, Informatics, and Decision Making.

Ms. Ricker-Kiefert also served as Colorado’s State HIT Coordinator in the Office of Governor John Hickenlooper, directing multi-agency health IT strategy and portfolio. In addition, she contributed to successful health IT legislation, health transformation grants, and health workforce strategy. Prior to joining the Governor’s Office, Ms. Ricker-Kiefert served as Director of Policy and Public Sector Initiatives at Colorado Regional Health Information Organization (CORHIO), implementing the State HIE Cooperative Agreement and other HITECH grants. In addition to her work at CORHIO, Kate was a consultant on federal and state HIT projects with Booz Allen Hamilton. Additionally, she served as the lead technical resource for Kaiser Permanente, the Colorado region’s enterprise EHR implementation. She holds a graduate degree in Technology Management from the University of Denver and is a certified Project Management Professional (PMP).
