Eliel has been a key leader in the development of innovative health information technology, including a mobile patient engagement platform and a community-wide referral management platform to support health care providers manage referrals to social services aligned with clinical decisions.

Prior to being Dell Medical School’s Director of Research and Innovation, Eliel was the Chief Information Officer at the Louisiana Public Health Institute (LPHI) leading the design and implementation of the Research Action for Health Network (REACHnet) as a node in the PCORnet. Eliel also served as a board member of the Greater New Orleans Health Information Exchange (GNOHIE) and Director of Information Technology for the Louisiana Cancer Research Center. Eliel is a member of the Health IT Advisory Committee (HITAC) at the Office of the National Coordinator for Health IT, under the US Department of Health and Human Services.
